# Liquid Democracy

In Cardano’s governance framework, all voting is represented by liquid democracy (also known as delegative democracy).

For a complete decision-making process, ada-holders can vote directly on governance actions or choose a trusted representative (i.e. DReps) to vote on any/all actions proposed by the community.

Liquid democracy is a combination of the **Direct Voter approach** and a **Delegated Representative approach.**

{% hint style="info" %}
Direct Voters

Become a direct voter and vote on governance actions if you choose not to delegate voting power to any Delegated Representatives (DReps). Direct voters are ada-holders participating in governance as individual decision-makers.

* Any ada-holder with a wallet balance of 500 ada is eligible to become a DRep
* Register as a “Direct Voter” on [gov.tools](https://gov.tools), sign off on the deposit transaction to qualify to vote.
 {% endhint %}

Voting or delegating votes is quite flexible under the liquid democracy system. Any delegated voting power can be revoked or assigned in accordance with proposals you may approve or disapprove.

Since Cardano is pioneering the use of liquid democracy in its new governance model, decision-making has become more structured across various organisational levels and requires a decentralized consensus for change to happen on the Cardano network
