# Governance Actions

Governance Actions are described by CIP-1694, as on-chain events triggered by a transaction, and has a deadline after which it cannot be enacted. 

In simple terms, governance actions make up the core elements of Cardano’s decentralized governance. Through on-chain voting activities, network participants influence changes in the ecosystem.

The seven (7) Governance action types, outline the necessary voting thresholds entities must follow during voting.&#x20;

Any ada-holder with at least 100,001 ada wallet balance can propose a governance action on Govtools. Ada deposits are automatically returned to a provided “reward address” after the voting period expires.

Governance Actions voting parameters are dependent on votes of the three (3) primary roles; DReps, SPOs and CC, and a voting threshold of at least 2/3 votes by any of the three roles and the type of governance action.
