# CIP-1694 Cycle

CIP-1694 is an on-chain governance document published under the CIPs (Cardano Improvement Proposals) mechanism. 

They are community proposals that suggest improvement strategies within the ecosystem, and are reviewed and voted on, by leveraging the existing staking and delegation process.

### The CIP-1694 Structure; 

* Off-chain Proposal discussions 
* Governance Actions introduced
* Onchain Voting 
* Ratified Proposals

* Any ada-holder is allowed to submit a governance action&#x20;
* Voting is actualized through the votes of ada-holders (or Direct voters) and tallied votes of the 3 distinct governance bodies - DReps, SPOs and Constitutional Committee
* Governance action must be ratified by at least 2/3 of the governance bodies, and then enacted on-chain
