# Resource Templates

Get started with drafting proposals for governance actions with these templates examples from the GovTool

The resource templates are designed based on the information provided on specific governance actions. Governance actions are on-chain proposals submitted by community members for voting. 

Governance actions typically follow a governance metadata structure (outlined under the [CIP-0108)](https://cips.cardano.org/cip/CIP-0108) that every author submitting a proposal must follow. 

#### Governance Action Metadata

**Title** - A title is a required header that informs the reader about the project. It's also an option to filter through submitted proposals 

**Abstract** - This provides voters with an extra layer of information beyond the title provided. 

**Motivation** - This field allows an author to present their working solutions to the stated problem. Providing thorough research 

**Rationale** - How has the governance action outlined how it would apply the described solutions to the problem

**References** - Is a field that allows the author to provide links to supporting research work, a hash, an anchor link, and a list of all authors.

### Proposal Assessment Criteria

Assessments made on a governance action by a DRep are solely based on their understanding of ecosystem needs, domain-specific knowledge, and the effectiveness of the proposed solution to the ecosystem infrastructure.

Since there are no defined criteria for delegated representatives when revising governance actions, all votes are subjective, and different DReps might reach different conclusions on the same proposal.

#### A general criteria DReps can go by when reviewing a governance action;&#x20;

* Design a framework to differentiate all governance actions before voting. Each action type has different&#x20;
* Assign voting metrics to each section before tackling each field, i.e., motivation, budget request, team experience, rationale, etc.&#x20;
* Compare the proposed solution against the existing ecosystem infrastructure to measure the effectiveness of the solution&#x20;
* Re-read the full proposal to cross-check facts, qualifications, etc.
* Make a decision on the proposal, cast a Yes, No, or Abstain vote, and provide a rationale for the vote.
