# Governance Action Cycles

**Propose**&#x20;

Any ada-holder can submit a governance action on-chain by including the action, an anchor (off-chain reference), a reward account, and paying the refundable Governance Action Deposit.

&#x20;**GA lifespan**

Each proposal has a fixed lifespan (currently 6 epochs) during which it must be ratified; otherwise, it expires.

**Vote**

Three bodies participate: DReps (including direct voters), SPOs, and the Constitutional Committee. Depending on the action type, at least two of the three must meet their thresholds to ratify. DReps/SPOs vote by stake; the Committee is one-member-one-vote.

**Outcome**

If thresholds are met, the action is ratified; if not before the deadline, it expires. Special cases (e.g., no-confidence) can affect pending items.

**Enact**

Ratified actions take effect automatically at the appropriate point (typically the next epoch boundary). The deposit is then returned.
